KVK training at Don village

ITANAGAR, Nov 30: An Agriculture Technology Management (ATMA) sponsored training programme was organized by Krishi Vigyan Kendra (KVK), Daporijo yesterday at Don Village as part of ongoing farm school programme.

Programme coordinator Dr. Deepanjali Deori in the inaugural session briefed the farmers about KVK, its inception, roles and activities for the development of farming communities in particular and the public in general.

District Agriculture Officer JomraDulom in his speech encouraged the farmers to take up farming related activities seriously for self-sufficiency in food production. Praising the dedication and efficiency of KVK officials, he further urged the farmers to take full advantage of them and gain as much knowledge and skills from them.

The technical session began with lecture and slide show on “Poultry Farming” by Dr. Deepanjali Deori. Topic on Vermicomposting, an important source of income generation and self- employment, including method of vermicompost production was taken up by Anil Kumar Pandey (SMS, Soil Science).  NaniYampi (SMS, Plant Protection) delivered a lecture on “Integrated Pest Management of Cole Crops”. Describing about pests and damages caused by them, she suggested various eco-friendly and human safe methods to control those pests and advised the farmers to refrain from using chemical insecticides as much as possible, keeping it only as last option of control. The technical session ended with power point presentation on “Prevention and management of Anemia” by GyatiYakang(SMS, Home Science) to sensitize the farmers about importance of iron in their diet.  A good number of 30 farmers attended the training with much enthusiasm and excitement as it was a first of its kind in their village.

 

TAH survey and verification in full swing

AALO, Nov 30:  The survey and verification works of land and properties to be affected by Trans Arunachal High Way is going on in full swing from Bam Check Gate to Tai in Tirbin Circle upto West Siang and Upper Subansiri Boundary.

The Land Revenue Department under the supervision of  Pumek Ronya, LR&SO and team of Officer and Officials from engineering, horticulture, forest and Agriculture are working on holidays without any incentives on war footing in confidence with EAC Tirbin. The affected people and land owners on both ways of highway road have been repeatedly intimated to present at their respective site for settlement of compensation on land and properties. DIPRO

 

12th PKIYO alleges misutilization of fund

ITANAGAR, Nov 30: The 12th Pakke-Kessang Indigenous Youth Organization (12th PKIYO) has alleged mis-utilization of fund sanctioned by NFDB, Hyderabad for development of fisheries in Arunachal Pradesh during 2007-08.

The organization in its memorandum submitted to the Chief Minister claimed that an amount of Rs. 12,96,40,000 was sanctioned by NFDB but the amount has not been utilized properly for development of fisheries sector. Allegedly, the beneficiaries were sanctioned only Rs.20,000 to 1,50,000 (25% to 50%) instead of Rs.80,000 to Rs.3,00000 respectively.

“In many places, fish ponds have not been developed properly while in some cases the name of beneficiaries were not mentioned and the signatures forged,” it alleged.

“Dissatisfied by poor utilization of fund, NFDB, Hyderabad has stopped sanctioning fund,” it claimed. The otganization has also alleged that 70% of the amount was disbursed/used before the assembly election in 2008 and 30% after the election. Claiming that all these irregularities happened due to the alleged negligence on the part of then Fisheries Minister, the Organization urged the Chief Minister to look into the matter seriously.

 

LPG distribution centre at Mechukha

ITANAGAR, Nov 30: A public LPG distribution centre under Rajiv Gandhi Gramin LPG Vitrak was inaugurated by West Siang Deputy Commissioner Manoj Kumar Sahoo in Mechukha recently.

With inauguration of the LPG distribution centre, a long-felt demand of the people of the area has been fulfilled, the DC said.

Lila Rajkhawa, Field Officer IOC Lakhimpur provided some safety tips and handling of LPG to the public present on the occasion.

APRB celebrates establishment day

ITANAGAR, Nov 30: The 31st Establishment Day of Arunachal Pradesh Rural Bank (Bank Day) was celebrated by the employees of all the 27 branches and the Head Office of the bank today in a befitting manner.

One drowns while fishing at Yamne River

YINGKIONG, Nov 30: One Yepok Ngusang of Mariyang, Upper Siang District drowned in Yamne River today while he was fishing.  His body is still traceless.

Murder condemned

ITANAGAR, Nov 30: The Nocte Welfare Forum (NWF) has vehemently condemned the gruesome murder of an 11- year-old girl at Deomali on November 25 and demanded exemplary of the culprits as per of law.

While demanding speedy trial of the accused, the society urged the District Administration not to grant bail to the accused.

The Society also appealed for providing ex-gratia payment to the family of the deceased as per norms.

 

Relief sought for fire victim

ITANAGAR, Nov 30: Informing that the dwelling house of one Nira Mangkhaya of Mangkhya village (14 miles) under Seppa circle of East Kameng was gutted in a fire on November 24, the Middle Zone Students’ Union (EKMZSU) has appealed to the East Kameng district authority to provide immediate relief to the victim for the family’s quick rehabilitation.

 

20 clear SSC exams

KHONSA, Nov 30: Altogether 20 candidates, including 14 girls and 6 boys from the Tirap and Longding districts have cleared the SSC Central Armed Police Force, Constable Examination held in May 2013. Earlier they have cleared the physical examination.  The selected candidates have to appear for their Medical Examination before the final selection.

The tentative vacancies against Arunachal Pradesh are 944 for boys and 66 for girls. However, only 193 boys and 22 girls have cleared the minimum cut-off in the state of Arunachal Pradesh. It may be added here that the successful candidates were given Physical training and written coaching by the Tirap District Career Counseling Cell, Khonsa and 36 BN CRPF.

This is also for the first time that a large numbers candidates from Tirap have been selected in any central government examination.

It is worth-mentioning that the girls of Tirap and Longding came out with flying colours in the examination outclassing the girls of other districts in Arunachal Pradesh.   DIPRO

 

Free eye camp

KHONSA, Nov 30: A 3-day free eye screening and cataract operation camp organized by District Health Society, Tirap in association with Central Mobile Team, National Programme for Blindness Control, Naharlagun began at District Hospital, Khonsa yesterday.

A total 156 patients from all blocks of the district attended the camp on the first day as there is no eye specialist at District Hospital, Khonsa.

The central mobile team is led by Dr. T Khanna, SPO, NPCB, Naharlagun and Dr. C Tayang, Eye Specialist, District Hospital, Roing. DIPRO

RONO HILLS, Nov 30: When 12th Convocation of Rajiv Gandhi University (RGU) was on air, the pristine Rono Hills entirely seemed draped in rainbow as the thousands of graduated students were wearing fluttering gowns to mark the remarkable day of 12th Convocation which comes after every two year. The calm atmosphere of the university was sent rapturous once the choppers carrying President of India Pranab Mukherjee and his entire Rasthrapati Bhawan staffs dashed down on the middle to Rono ground amidst unprecedented security blanket. Mukherjee is the first President of India who attended the convocation of Rajiv Gandhi University since its inception.

Congratulating the graduated and gold medalist students inside the jam-pack convocation hall, Mukherjee said, “Getting a degree which you all richly deserve is only the beginning”. The president added that after completing university education, you have a higher calling to tend to--the task of nation building without each one of you collaborating will remain underperformed. He further called upon the students to go out with knowledge to build our nation and take it to the future. Gain knowledge from wherever you get. Be humble. Be free from fear. Be generous. In whatever field you are working always try to enhance the prestige of your university and country,” Mukherjee tells the students. Stressing on the values of education he said that education is the bedrock of an enlightened society. A good education breeds tolerance for divergent views. It prods us to use our learning for the good of mankind.

He also suggested the university authority to prioritize the field of research saying that there is scope of conducting innovative research in North East India as the region is rich in natural resources and biodiversity. You must carry out inter-disciplinary research on natural resource management and research on challenges to hill economy, conflict between traditional and modern institutions, border trade opportunities and integration of the Northeast economy with the national global economies, President added.

Welcoming the President of India to RGU’s 12th Convocation, Governor Lt. General (Retd) Nirbhay Sharma said, “Today is a very special occasion for all the 1135 students, which includes 837 undergraduates, 234 postgraduates, 36 in Master of Philosophy, and 28 in Doctorate of Philosophy, were received their degrees”.  Encouraging the students the chief rector of RGU further said, the students being conferred degrees must remember that the occasion indicates that you have imbibed the values and skills needed to deal with the challenges in the days to come” He further informed the President of India that out of 1498 students of Rajiv Gandhi University (enrolled in current academic session), 673 were tribal girl students which make about 45% of the total students’ intake. The Governor further said the percentage of tribal girl students indicated the positive impact of girl education in the State and the enthusiasm of tribal girls towards better and higher education.

Chief Minister Nabam Tuki in his address asserted that the state government is committed to take higher education at par with other states while adding that Arunachal Pradesh has 26 degree colleges affiliated to Rajiv Gandhi University. Tuki expressed his gratitude to the President of India for attending the 12th Convocation of RGU.

Chancellor of RGU Air Marshal (Retd) Pranab Kumar Barbora in his address pointed out that most of students of RGU are from within the state. He suggested that to attract students from outside the states and abroad the university must strive and aspire to become a university of stature.  

While giving welcome address Vice Chancellor Prof Tamo Mibang sought additional grant aid of Rs 76 crore for the infrastructural development of the university. The vice chancellor further informed that since the inception,the university is facing acute drinking water shortages and the matter has already taken up with the ministry of DoNER through the state government.

Among others dignitaries attended the convocation were, Union Minister of state Minority Affair Ninong Ering, MP Takam Sanjoy, former chief minister Gegong Apang, RGU Registrar Dr. Rachob Taba and many other council of ministers and teaching faculties.

 

 

 

AAPSU urges Prez to removeChakma-Hajong refugees

ITANAGAR, Nov 30: The All Arunachal Pradesh Students’ Union (AAPSU) has urged President Pranab Mukherjee to remove Chakma-Hajong refugees and all foreign nationals from Arunachal Pradesh.

“The illegal settlement of Chakma and Hajong refugees under the patronage of ill-motive politicians at Centre has resulted in marginalization of indigenous tribes, like Noctes, Wangchow, Khamtis, Singphos and Tsanga in the eastern-most part of Arunachal while in the western part of the state the Tibetans, Bhutanese and Nepalese have dominated over the indigenous Monpas, Sherdukpens, Akas and Mijis. In central part of the state, there is a floating population of Bangladeshis which has caused serious tension among the tribes of Nyishis, Adis, Galo, Apatani and Tagins,” said AAPSU in its memorandum submitted to the President.

AAPSU urged the President to expedite and initiate the process for ‘final talk’ of the High Power Committee on Chakma-Hajong refugees constituted by the Govt. of India for permanent solution to this vexed issue to protect the very fabric of indigenous culture, and above all, for survival of indigenous people of the state.

On Assam-Arunachal boundary disputes, AAPSU felt that the Local Boundary Commission constituted by the Supreme Court of India should expedite the process of ground survey along the Assam-Arunachal boundary and draw opinion of both the state Governments based on historical facts and data which will help in demarcation of Constitutional Boundary for permanent solution to the vexed boundary  disputes. AAPSU said that constitutional re-organization of the North-Eastern state has left the entire Northeastern states without providing clear-cut inter-state constitutional boundary which has resulted in inter-state boundary disputes involving loss of life and property of residents residing in the disputed areas.

“The North East Frontier (Assam) Tribal and Excluded Areas Sub-Committee Report, also known as the Bordoloi Committee Report had recommended transfer of certain plain areas from the North East Frontier Tracts as a result of which the Governor of Assam vide hid notification dated 23.02.1951 excluded plain areas measuring approximately 3648 Sq.kms from the frontier tracts and included the same into the state of Assam.”

“Arunachal Pradesh is aggrieved by the recommendations of the said Committee since the recommendation had the effect of excluding major plain areas from the frontier tracts which had historically and traditionally been inhabited and under the influence of the Arunachal tribes.”

“While making the recommendations, the Bordoloi Committee, as is evident from the covering letter of the report, never visited the Frontier Tracts and neither were people from the tribes of the frontier tracts co-opted as Members of the Bordoloi Committee. The report, therefore, was completely one sided and did not take into account the feelings, wishes, desires and opinions of the people of Arunachal Pradesh,” the memorandum said.

On the contentious issue of China issuing stapled visas to residents of Arunachal Pradesh, AAPSU opinioned that the Govt. of India and China need to find a practical solution to the problem soon as many sportsmen from Arunachal Pradesh were not able to participate in sports events in China, which increasingly organizes such events.

Recently, two young women archers from Arunachal Pradesh, who were issued stapled visas, were prevented by immigration officials at the IGI Airport from leaving for China to take part in the Youth World Archery Championship. But, other members of the Indian team left for the Championship, AAPSU said in its memorandum.

The apex students body of the state also said that several times, the Chinese embassy has issued stapled visas for Indian citizens hailing from Arunachal Pradesh but our government's reaction has always been very mute. The country (China) has, time and again, indulged in such mischievous activities challenging the territorial integrity of India, AAPSU added.

 

 

A true Vikash amid tiger and Bodo militants

The Arunachal Pradesh government organized a Vikash Rally recently to highlight its achievements; more so, during Nabam Tuki’s two years as chief minister. However, a good section of people are growing unhappy, saying that there is no development whatsoever.

However, a true Vikash is happening on the fringes of the Pakke Tiger Reserve (PTR) located in Seijosa area of East Kameng district infested by Tiger and Bodo militants. Seijosa is inhabited by Nyishi, a community known for hunting wild animals. However, a change of mind-set is taking place. The traditionally known hunters, long done away with hunting, are on conservation path. Their surrendered weapons consisting of country made guns, traps and snares are in the possession of the authorities with no sign of re-use.

The Ghora Abhe Society (a group of 12 village chiefs) is the engineer behind the change of mind-set around the PTR and its peripheries. Though formed in 2006, the Ghora Abhe Society (GAS) actually gained momentum in 2011.  “Initially, gaining the confidence of the local tribe was an uphill task for the GAS because this is a traditional hunting community,” reflects GAS chairman Takum Nabam. With the help from representatives of Nature Conservation Foundation, a Bangalore based conservation organisation and Divisional Forest Officer Tana Tapi, and after initial hiccups, the locals are now the main force behind the conservation work in the area, Takum added. This society enforces customary laws, institute penalties against hunting and logging and create awareness around the PTR. Ironically, while the villagers don’t hunt anymore, it is some of the government officials transferred to Seijosa who are fond of hunting.

Aside from conservation work, the GAS is working on generating a source for its upkeep. It has started a ‘Pakke Jungle Camp’ near Seijosa, where nature lovers can stay in a hut in the midst of natural bliss, after paying a decent rent.

And it’s not just large animals, tigers and elephants, for example, which are being protected. The Hornbill Nest Adoption Programme is enjoying a great deal of success. Started in January 2012, this programme is aimed at protecting hornbills from hunting. Hornbills have been traditionally hunted by the Nyishi’s for their beaks which is used for making headgear called pudum but now it has been replaced with fibreglass. Under this Programme, locals are asked to identify hornbills’ roosting trees and protect them. In lieu, they are given a decent honorarium from the funds emanating from the adopters which mostly consisted of foreigners. This coming February, the GAS is organising a hornbill festival at Seijosa where both the ‘parents’ would meet for the first time.

Nearly 40 local youths, most of them ex-hunters, are proving to be a rare asset in the form of Special Tiger Protection Force (STPF). Their wide knowledge of the reserve is utilized to chase out poachers from their land. There have been many incidents of confrontation with poachers, some of them quite serious.

The credit for the turnaround in the PTR and its periphery mostly goes to Tana Tapi, the divisional forest officer. Latest research including camera trapping indicates an increased sighting of animals inside the PTR.

Tapi is known more outside the world than in his home state, if one were to go by the national and international awards and accolades that furnish his room.  His name often gets prominent space in national and international magazines and newspapers, but sadly, rarely finds a column space in the local dailies. The man is decorated with many awards: the Carl Zeis Wildlife Conservation Award, Sanctuary/RBS Wildlife Service Award, State Gold Medal for Meritorious Service, WWF/Pata Bhag Mitra Award, and the NTCA Award for Excellence in Anti-Poaching are some of the prominent awards adorning his wall.

Expose failures of Gong. Govt: BJP

ITANAGAR: Nov. 30: State BJP president Tai Tagak has exhorted the party leaders and workers to expose the failures of both central and state governments at grassroots level.

Addressing the two days orientation workshop for the party leaders and workers of Arunachal West Parliamentary Constituency at Ziro, Lower Subansiri district recently, Tagak urged the party workers to reach out to the people and tell them about how Congress has failed to deliver at Centre and State over the years.

Highlighting the aim and objective of the orientation workshop, Tagap exhorted the part leaders and workers to work sincerely and with dedication to ensure victory of party candidates from both the Lok Sabha seats in the state in the 2014 election.

Party general secretary Dominic Tadar explained the aims and objectives of the workshop on “Election Management cum Orientation of party leaders and workers in view of the ensuing Lok Sabha Elections, 2014.

Party’s National Co-convener, Training Cell and in-charge North East Training Cell Panchanan Raut spoke on ‘Prashikshan/Abyass Verge’ and its importance in building and strengthening the organization.

The first Session of the workshop was addressed by former MP and National Executive Member Kiren Rijiju. He highlighted the current political situation, election management and Mission 272+ and Mission 02 in Arunachal Pradesh.

The second session was addressed by Tapen Siga, Deputy Leader BJP Legislature Party (BJPLA), who dwelt on current political situation in Arunachal Pradesh. BR Waghe spoke on organizational preparedness for the ensuing election. Prashant Arora, general secretary (Org). Nagaland and Organization Sampark Arunachal Pradesh spoke on Booth Level Committee and its importance.

Addressing the third session,Bill Lotha, North East Convener Yuva Morcha, spoke on participation and role of youth with special reference to the election management.

About 300 enthusiastic party workers attended the workshop.

Meanwhile, the party leaders and workers led by state JP president Tagak condoled the death of veteran journalist Ravindran Nair and recalled his contributions in the field of social reform during his long time services in the media.

 

 

Guv, CM greet on Indigenous Faith Day

ITANAGAR, Nov 30: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki have conveyed warm greetings to the people of Arunachal Pradesh on the occasion of Indigenous Faith Day and expressed the hope that the occasion will further strengthen the indigenous faiths of the State.

In his message, Governor said that Arunachal Pradesh is a cultural mosaic owing to different indigenous faiths and practices along with both sects of Buddhism, Hinduism and Christianity and other religions.  Special occasion like this will provide opportunity for better understanding of the different faiths of the State and motivate all for honest and genuine engagements between people from very different faiths. It will also reinforce our distinctive Indian cultural characteristic which always has been ‘Unity in Diversity’.  In his message, Tuki expressed belief that the auspicious day would strengthen the bond of love, peace and communal harmony in the state.

“I am aware of the fact that the followers of donyi-poloism, rangfraism, intayaism etc. under the banner of IFCSAP are celebrating the Indigenous Faith Day on December first with the pledge that they will preserve, promote and rejuvenate their indigenous faiths and beliefs for posterity” Tuki stated in his message.

“In this fast changing world, where modernization is gripping the society, it is indeed necessary to up-hold the age-old faith, tradition and cultural practices in order to preserve our identity. I am confident that the celebration of this day will definitely provide the much required platform for all the followers of various indigenous faiths in the state and thereby instilling the sense of brotherhood and oneness among the distinct tribes and community of the state” the message further read.

 

 

CM flays China for reacting to Prez visit

RONO HILLS, Nov 30: Chief Minister Nabam Tuki today questioned China for its reaction when President of India Pranab Mukharjee was on a two-day visit to the state, saying that “All Presidents and Prime Ministers have visited Arunachal Pradesh, an indivisible part of India.”

Talking to media persons immediately after the departure of the President at the end of his two-day strip to the state, Tuki said, “when the President or Prime Minister visits their own country how could China react? I don’t believe this reaction is official. If it is so they (China) should never react in future”.

Asked about what New Delhi has been doing, the chief minister said that the central government has been doing its best. However, during bilateral talks, China accepts Arunachal Pradesh as integral part of India. But their negative reactions came as a routine,” he pointed out.

“Mera yahan union minister ho kar upastith jita jagta sabut hai ki yeh rajya Bharat ka abhinna ang hai (My presence here as union minister is a living testimony that this state is an indivisible part of India,” quipped Union Minister of State for Minority Affairs Ninong Ering, who represents the Arunachal Pradesh Eastern parliamentary constituency.

“When President is the Constitutional head and Supreme Commander of the defence forces of India, there is no reason for any country to react about his visit to the state, which is very much part of India,” said  Lok Sabha member Takam Sanjoy.

“There is no question of dispute when Arunachal Pradesh has made rapid socio-economic development and every Arunachalee is staunch nationalist,” he added.

In his address at the Arunachal Pradesh assembly, President Pranab Mukherjee yesterday said the state is an "integral and important part" of the country.

Beijing, which claims Arunachal Pradesh is a part of southern Tibet, reacted to Mukherjee's visit to the state saying it hoped India would refrain from actions that complicate the boundary question.

 

China reiterates claim on Arunachal

Beijing, Nov 30: China's state-run media today reiterated the country's claim on Arunachal Pradesh, contending that the area is under "illegal Indian occupation".

Referring to President Pranab Mukherjee's current visit to Arunachal Pradesh, state-run Xinhua news agency highlighted the Chinese Foreign Ministry's statement urging India to refrain from moves that complicate boundary issues and restated Beijing’s claim to the territory.

"The so-called 'Arunachal Pradesh' was established largely on the three areas of China's Tibet - Monyul, Loyul and Lower Tsayul - currently under Indian illegal occupation," the report said.

"These three areas, located between the illegal 'McMahon Line' and the traditional customary boundary between China and India, have always been Chinese territory."

Xinhua also referred to Foreign Ministry spokesman Qin Gang's statement in response to Mukherjee's two-day visit to Arunachal Pradesh.

"China's stance on the disputed area on the eastern part of the China-India border is consistent and clear," it quoted Qin as saying.

Bilateral ties have maintained a sound momentum for growth and both sides are trying to settle the border issue through the special representative mechanism and friendly consultations, he said. PTI

 

 

Community College at RGGP inaugurated

ITANAGAR, Nov 30: The Community College under the aegis of ministry of human resource development and All India Council for Technical Education, Govt. Of India was inaugurated at Rajiv Gandhi Govt. Polytechnic, Itanagar on November 28.

Speaking on the occasion, Dr Joram Begi, Director, Higher & Technical Education and state nodal officer for Community College highlighted the concept of community college and its importance. He explained that this community college is a scheme to train young youths for meaningful employment in vocational sector sponsored by ministry of human resource development and All India Council for Technical Education. The one year certificate course will be started in two professional fields such as Tour operation Management & Basic in Garment Fabrication and other areas would be starting in coming years, he said.

Principal of Rajiv Gandhi Govt. Polytechnic cum Nodal officer for Community college, AK Tripathy stressed the need of skill development in Arunachal Pradesh and advised the trainees to be sincere and continue till end of 3 years to get Diploma in vocational stream. He also informed that initially only 100 polytechnics among almost 4500 polytechnics in India have been selected for community college on pilot basis.

Course co-coordinator for Tour Operation Management & HoD incharge Travel & Tourism Management, Rajiv Gandhi Govt. Polytechnic, Taba Tath highlighted the importance of Tourism and scopes after the completion of certificate course. Nyari Techi, Course-Coordinator for Garment Fabrication and HoD incharge GFT also highlighted the course outline and its usefulness.

The People’s Party of Arunachal (PPA) has decided to amend its constitution to make the party ‘defection-proof’. Addressing party workers here recently, PPA president Nikh Kamin said anybody contesting an election on a PPA ticket would have to file an affidavit in the court of law and sign an agreement with the party office stating that after their victory the legislator will not defect to other parties for the full five-year term. Kamin also said any step to merge the PPA with another party has been made ‘almost impossible’ by incorporating a clause that makes it compulsory for the party’s president and state executive body to obtain approval from the party’s frontal wings and the district, block and village level executive body members.

 

 

PPA to amend party constitution to prevent defection

ITANAGAR, Nov 30: People’s Party of Arunachal (PPA) would amend its constitution to prevent defection.

Addressing the party leaders and workers in a meeting held in its Naharlagun office on November 26, PPA President Nikh Kamin said that the party has decided to amend its constitution to make party “fully defection proof.”

Kamin disclosed that anybody contesting election on party (PPA) ticket shall have to file affidavit in the court of law as well as an sign with the party office stating that after their victory the legislators will not defect under any circumstances for complete five year term.

Kamin further informed that the merger provision of PPA into another party has been made almost impossible by incorporating a clause that makes party president and the state executive body to compulsorily obtain the approval not only of the different frontal wings but also the district level, block level and also the village level executive body members.

“With such provision, the party would fully function without the fear of intervention from the ‘bigger national parties’ and also gain the confidence and the trust of the people, who have voted them to power to fulfill their genuine aspirations,” stated Kamin.

 

 

Public hearing held

ITANAGAR, Nov 30: The environmental public hearing of proposed Heo Hydro Electric Project (240 MW) and Pauk Hydro Electric Project (145 MW) being executed by M/s  Heo Hydro Power Private Limited and M/s Pauk Hydro Power Private Limited (SPVs of Velcan Energy) was held on November 26 and  27 at Lipusi Helipad Ground, Mechukha Sub-Division under West Siang district.

The public hearing was presided by West Siang Deputy Commissioner M K Sahoo.

Jumli Kato, Scientist, representative of Arunachal Pradesh State Pollution Control Board (APSPCB), Naharlagun elaborated the provisions of EIA Notification dated 14/09/2006 and subsequent amendments issued by the Ministry of Environment & Forests, Government of India pertaining to environmental clearance for developmental projects and requirement of environmental public hearing thereof. He further explained that the objective of the public hearing is to solicit and record opinions, views, comments or objections of people residing in the vicinity of areas likely to be affected by the construction of proposed projects. He further explained that the public hearing is a part of Environmental Clearance process and that no decision on project clearance can be taken during the hearing as its sole role is strictly confined to recording of opinions, discussions, suggestions submitted in writing or orally so that the same can be submitted to the Ministry of Environment & Forests (MoEF), Government of India, New Delhi. The Ministry shall examine and scrutinize such views, comments, suggestions etc regarding the project as recorded during the hearing while processing the application for Environmental Clearance.

The Project Affected Families (PAFs) public turned up in huge number and participated in both the hearings actively. Some of the grievances of the Project Affected Families (PAFs)/ public were the nomenclature of the Projects and the river. They requested the company and the district administration to change the nomenclature of projects and river in the interest of the public. The meeting witnessed all the speakers and public present agreeing to solve the prevalent land dispute problems locally by constituting Committees.

Deputy Commissioner MK Sahoo enlightened the audience that projects like Heo Hydro Electric Project (240 MW) and Pauk Hydro Electric Project (145 MW) are for the development of the people and area. He requested the project affected families to solve the long pending land disputes amicably at local level. He advised company representatives present during the public hearings to win the trust of the locals for the early commencement of construction activity and pass the benefits to Project Affected Families (PAF’s).

 

 

DLMC meet reviews physical andfinancial achievements of schemes

AALO, Nov 30: The third District Level Monitoring Committee meeting was held under the Chairmanship of West Siang Deputy Commissioner MK Sahoo in his Conference Hall here yesterday. The meeting took stock of status on physical and financial achievements on large numbers of projects at various sectors under SPA.

Presiding over the meeting, the DC disclosed that all project works will come under the scanner of a Third Party Monitoring Team for detailed objective assessments and any negative report can bring bad reputation to the district administration. All ADCs and Administrative Officers were insisted to form SMLC and CLMC in their respective administrative jurisdictions but the direction have not been responded properly by many despite repeated reminders to do so in the district. The executing agencies have not filed their quarterly report, uploading in MIS and fail to submit Utilization Certificate for the last three years resulting to halt in allocation of fund. Reacting  sharply to lack of commitment to many important project, he said that many non performing BDOs will have to be pulled up for dereliction of duty for past many years adding that  paper works without ground reality will not be tolerated. A working system has to be evolved where on executing agencies, PRIs and administrative officers can work in a coordinated effort for the overall development of the district.

All the engineering wings were asked to present their reports before the meeting and the DC sought specific dates for floating of tenders, submission of UCs and expected date of completion of the work. He also asked the DPO to make available copies of ongoing projects with cost to every ZPMs of concerned areas. We should be able to handle any health and education related issues sensitively as future of our society lies in this sector, he said.

Yaman Bagra, the West Siang Zilla Parishad Chairperson who participated in the discussion insisted on first hand knowledge about schemes that are taken up in the district for cross checking at various levels. Earlier the District Planning Officer M. Pussang highlighted problems on irregular report returns, updating and sought report returns by 2nd December for placing it before the Third Monitoring Team in the Planning department. DIPRO

 

 

Gomar Foundation concludes its month long activities

AALO, Nov 30:  The month long series of welfare activities for school students and collegians initiated by Gomar Foundation in collaboration with Aalo Forest Division concluded with felicitation to students, collegians and distribution of dustbins to schools, markets and District Hospital Aalo today.

The day coincided with the death anniversary of late Gomar Ete under whose name the foundation

has been started with promises to offer wide range of services to the society especially in

health, education and environment field.

Appreciating the noble endeavor, Tumpak Ete laid emphasis on generating awareness among young generation on all aspects from time to time to infuse values to fit them into multiple roles as members of our society. The diminishing academic graph, derailed youth with lack of commitment and will to excel in life are the areas of concern for us today. Opening of large scale wine shops and flow of wine in all social

gatherings adversely affect our people, he said. NGOs with will and determination should come up to fill up the vacuum the society needs today.

Speaking on the occasion Doi Ado former minister said that NGOs should constantly work to build up its reputation and go for fund mobilization to carry out its activities for the cause of the society. He appreciated the initial efforts put in by the Gomar Foundation for the cause of education.

The Chairman of Gomar Foundation, Marnya Ete highlighted the objective behind forming Gomar Foundation in memory of his Late father Gomar Ete and added that whatever the NGO visualize and do today for other is a part of our tribute to him.

Nyali Ete DFO Aalo highlighted works of society in disseminating awareness on environment through debate and quiz competitions among various level of student and the collegians.

Teli visits road projects under PMGSY

ITANAGAR, Nov 30: Member of State Level Vigilance and Monitoring Committee cum Chairman, District Level Vigilance and Monitoring Committee (DLVMC), Rural Development Danial Teli along with Er. NL Kamin, PIU cum Executive Engineer RWD, AEs and JEs, RWD of Kurung Kumey District has inspected some of the completed and ongoing PMGSY roads of the district from November 26-28 last.

The joint team has covered 8 PMGSY roads--Palin to Bokam, Bokam to Chambang, Old Palin to Rakso,  Rakso to Yapap-Tassar, BRTF road to Harrang, BRTF road to Sulung Tapin, Koloriang to Tabomma, and Sarli to Horaiho (Sape)--during the three days inspection programme.

During the visit, Teli advised the PIU to make mandatory involvement of MLAs and the PRIs leaders of the concern area to sort out the problems and informed that the reasons for delay of construction of PMGSY road are due to non cooperation on the part of contractor to the implementing agency (RWD).

As per their inspection report, the team said that construction of Stage-2 PMGSY road from Old Palin to Rakso, 5.60 km distance under Palin Block is found incomplete and was abandoned by the Firm/ contractor. The team recommended the concerned authority for Blacklisting of the Firm/ Contractor. The construction work of stage-1 PMGSY road from BRTF road to Sulung Tapin under Koloriang block is stopped due to contractors’ inattention and public disturbance. The team recommended the authority for termination of the Firm/ contractor from further execution. It also said that the take up point of Koloriang to Tabomma 21.590 km distance stage-1 PMGSY road was also found blocked at Koloriang town and the work is being halted and the execution of construction work of this entire road is delayed due to contractor negligence.

Further, the BRTF road to Harrang under Koloriang Block is not satisfactory as some Culvert works had developed cracks and there is no side drains in some portion of the said road. However, the contractor is putting all efforts to repair the fault.

The report further said that the contractor is pressing maximum efforts to complete stage-1 PMGSY road 39.44 km distance from Rakso to Yapap-Tassar on time and the construction of stage-2 PMGSY road from Palin to Bokam by RWD Layingte-Yangte Division is going on full swing and is expected to be completed before the end of this financial year. Further, the construction of Stage-1 PMGSY road from Sarli to Horaiho (Sape) is also going on in full swing which would be completed by year end. However, due to presence of hard rock, it prevents the progress of the machineries work in the said road.

 

 

NSKF Karate Club revived

7-member Arunachal karate team for Dubai Championship

ITANAGAR, Nov 30: The NSKF Karate Club at Upper Police Colony in Naharlagun has been renovated/ revived today after a gap of almost three years.

Established in 1987, the club was almost lying defunct since last three years. However, it was renovated and revived under the initiative of senior karate players P Nobin Jomoh, Likha Rajen and Pisa Nachung.

The club will impart training to budding karate players.

Earlier, in the morning today, a brief inaugural function was held in which Sports Authority of Arunachal Vice Chairman Sensei Likha Tara, Sports and Youth Affairs Joint Secretary M Kamki, Arunachal Olympic Association Secretary General Geshi Doke, Arunachal Karate Association (AKA) Techinical Director Sensei S Deben Sharma, General Secretary Langkung Marik attended.

In his speech, Tara briefed about the history of Karate in Arunachal Pradesh since 1982 and the pain took by few pioneer karatekas whose dedicated efforts has changed the face of the sport in the state.

Delivering few words of advises to the budding players, Tara, who also is president of AKA, asked them to practice hard and maintain strict discipline, the mantra to achieving success in sport.

In their brief speech, Sports and Youth Affairs Joint Director Kamki and AOA Secretary General Doke also delivered few words of advises to the budding players. Both Kamki and Doke suggested for building a complete indoor hall instead of repairing the oldest karate club of the state. They also assured to extend all possible help from their side for improvement of the club.

Meanwhile, Tara informed that four karate players from Arunachal Pradesh have been selected to represent India in the 12th Senior and 13th Junior and Cadet Karate Championship to be held in Dubai from December 3 to 7.

The Arunachal team to be led by Tara himself as official and coach Sensei S Deben Sharma included Johni Mangkhiyiya, Raja Yangfo, Likha Lej and Runa Dada. Likha Sang Chhor will also accompany the team as official.

Lone girl participant from state Mangkhiyiya would compete in Girls +59 kg Junior category in Kumite while Raja will compete in Cadet Boys -63 kg category, Lej and Dada will compete in -55 kg Junior Boys and -75 Senior Men’s category respectively, informed coach and AKA Technical Director S Deben Sharma. He also informed that the entire 32-member Indian team, including officials will be leaving Delhi for Dubai on December two.

Earlier, in his speech, Sharma recalled the struggle made by them for promotion and development of Karate in Arunachal Pradesh during early stage in 80s. He suggested the senior and upcoming karates to works sincerely for further development of the sport in Arunachal Pradesh.

Meanwhile, AKA general secretary Marik informed that the Senior 19th State Level Karate Do Championship will be held at Nyikum Niya hall, Nirjuli on December 19 and 20 and the Sub Junior Cadet and Junior Boys and Girls Championship at Palin, Kurung Kumey district from April 18 to 20, 2014.

 

 

Archers win five medals in Junior National Archery Championship

ITANAGAR, Nov 30: Arunachal Pradesh won five medals, including a gold, silver and three bronze medals in the just concluded 36th Junior National Archery Championship at Kokrajhar, Assam.

Sorang Yumi won a gold and Bronze medal each in Compound Olympic Round Individual (50 mtr) and Compound Individual Double (50 mtr). Maselo Mihu bagged the silver medal in Compound Olympic Round Individual (50 mtr).

The pair of Sorang Yumi and Tash Kara won bronze in Compound Olympic Round Mix Team (50 mtr) event while the trio of Yumi, Maselo and Genung Tekseng won the third bronze in Compound Team Fight (50 mtr) event. All the archers are students of Sangey Lhaden Sports Academy

The team was led by Kh. Ekashini Devi, Coach, SLSA.

Meanwhile, Sports and Youth Affairs Director DK Dinglow,  Assistant Director and Secretary of Arunachal Archery Association Tadar Appa  and Sports Officer (SLSA) cum Joint Secretary, Arunachal Archery Association OB. Meitei lauded the performance of the team and hoped for better performance in the national and international level competitions in future.
