12th PKIYO alleges misutilization of fund

The organization in its memorandum submitted to the Chief Minister claimed that an amount of Rs. 12,96,40,000 was sanctioned by NFDB but the amount has not been utilized properly for development of fisheries sector. Allegedly, the beneficiaries were sanctioned only Rs.20,000 to 1,50,000 (25% to 50%) instead of Rs.80,000 to Rs.3,00000 respectively.
“In many places, fish ponds have not been developed properly while in some cases the name of beneficiaries were not mentioned and the signatures forged,” it alleged.
“Dissatisfied by poor utilization of fund, NFDB, Hyderabad has stopped sanctioning fund,” it claimed. The otganization has also alleged that 70% of the amount was disbursed/used before the assembly election in 2008 and 30% after the election. Claiming that all these irregularities happened due to the alleged negligence on the part of then Fisheries Minister, the Organization urged the Chief Minister to look into the matter seriously.

General (Retd) Nirbhay Sharma said, “Today is a very special occasion for all the 1135 students, which includes 837 undergraduates, 234 postgraduates, 36 in Master of Philosophy, and 28 in Doctorate of Philosophy, were received their degrees”. On the contentious issue of China issuing stapled visas to residents of Arunachal Pradesh, AAPSU opinioned that the Govt. of India and China need to find a practical solution to the problem soon as many sportsmen from Arunachal Pradesh were not able to participate in sports events in China, which increasingly organizes such events.
Recently, two young women archers from Arunachal Pradesh, who were issued stapled visas, were prevented by immigration officials at the IGI Airport from leaving for China to take part in the Youth World Archery Championship. But, other members of the Indian team left for the Championship, AAPSU said in its memorandum.
The apex students body of the state also said that several times, the Chinese embassy has issued stapled visas for Indian citizens hailing from Arunachal Pradesh but our government's reaction has always been very mute. The country (China) has, time and again, indulged in such mischievous activities challenging the territorial integrity of India, AAPSU added.

The Arunachal Pradesh government organized a Vikash Rally recently to highlight its achievements; more so, during Nabam Tuki’s two years as chief minister. However, a good section of people are growing unhappy, saying that there is no development whatsoever.

located in Seijosa area of East Kameng district infested by Tiger and Bodo militants.

And it’s not just large animals, tigers and elephants, for example, which are being protected. The Hornbill Nest Adoption Programme is enjoying a great deal of success. Started in January 2012, this programme is aimed at protecting hornbills from hunting. Hornbills have been traditionally hunted by the Nyishi’s for their beaks which is used for making headgear called pudum but now it has been replaced with fibreglass. Under this Programme, locals are asked to identify hornbills’ roosting trees and protect them. In lieu, they are given a decent honorarium from the funds emanating from the adopters which mostly consisted of foreigners. This coming February, the GAS is organising a hornbill festival at Seijosa where both the ‘parents’ would meet for the first time.

ITANAGAR, Nov 30: People’s Party of Arunachal (PPA) would amend its constitution to prevent defection.
Addressing the party leaders and workers in a meeting held in its Naharlagun office on November 26, PPA President Nikh Kamin said that the party has decided to amend its constitution to make party “fully defection proof.”
Kamin disclosed that anybody contesting election on party (PPA) ticket shall have to file affidavit in the court of law as well as an sign with the party office stating that after their victory the legislators will not defect under any circumstances for complete five year term.
Kamin further informed that the merger provision of PPA into another party has been made almost impossible by incorporating a clause that makes party president and the state executive body to compulsorily obtain the approval not only of the different frontal wings but also the district level, block level and also the village level executive body members.
“With such provision, the party would fully function without the fear of intervention from the ‘bigger national parties’ and also gain the confidence and the trust of the people, who have voted them to power to fulfill their genuine aspirations,” stated Kamin.

Jumli Kato, Scientist, representative of Arunachal Pradesh State Pollution Control Board (APSPCB), Naharlagun elaborated the provisions of EIA Notification dated 14/09/2006 and subsequent amendments issued by the Ministry of Environment & Forests, Government of India pertaining to environmental clearance for developmental projects and requirement of environmental public hearing thereof. He further explained that the objective of the public hearing is to solicit and record opinions, views, comments or objections of people residing in the vicinity of areas likely to be affected by the construction of proposed projects. He further explained that the public hearing is a part of Environmental Clearance process and that no decision on project clearance can be taken during the hearing as its sole role is strictly confined to recording of opinions, discussions, suggestions submitted in writing or orally so that the same can be submitted to the Ministry of Environment & Forests (MoEF), Government of India, New Delhi. The Ministry shall examine and scrutinize such views, comments, suggestions etc regarding the project as recorded during the hearing while processing the application for Environmental Clearance.
The Project Affected Families (PAFs) public turned up in huge number and participated in both the hearings actively. Some of the grievances of the Project Affected Families (PAFs)/ public were the nomenclature of the Projects and the river. They requested the company and the district administration to change the nomenclature of projects and river in the interest of the public. The meeting witnessed all the speakers and public present agreeing to solve the prevalent land dispute problems locally by constituting Committees.
Deputy Commissioner MK Sahoo enlightened the audience that projects like Heo Hydro Electric Project (240 MW) and Pauk Hydro Electric Project (145 MW) are for the development of the people and area. He requested the project affected families to solve the long pending land disputes amicably at local level. He advised company representatives present during the public hearings to win the trust of the locals for the early commencement of construction activity and pass the benefits to Project Affected Families (PAF’s).
DLMC meet reviews physical andfinancial achievements of schemes
AALO, Nov 30: The third District Level Monitoring Committee meeting was held under the Chairmanship of West Siang Deputy Commissioner MK Sahoo in his Conference Hall here yesterday. The meeting took stock of status on physical and financial achievements on large numbers of projects at various sectors under SPA.
Presiding over the meeting, the DC disclosed that all project works will come under the scanner of a Third Party Monitoring Team for detailed objective assessments and any negative report can bring bad reputation to the district administration. All ADCs and Administrative Officers were insisted to form SMLC and CLMC in their respective administrative jurisdictions but the direction have not been responded properly by many despite repeated reminders to do so in the district. The executing agencies have not filed their quarterly report, uploading in MIS and fail to submit Utilization Certificate for the last three years resulting to halt in allocation of fund. Reacting sharply to lack of commitment to many important project, he said that many non performing BDOs will have to be pulled up for dereliction of duty for past many years adding that paper works without ground reality will not be tolerated. A working system has to be evolved where on executing agencies, PRIs and administrative officers can work in a coordinated effort for the overall development of the district.
All the engineering wings were asked to present their reports before the meeting and the DC sought specific dates for floating of tenders, submission of UCs and expected date of completion of the work. He also asked the DPO to make available copies of ongoing projects with cost to every ZPMs of concerned areas. We should be able to handle any health and education related issues sensitively as future of our society lies in this sector, he said.
Yaman Bagra, the West Siang Zilla Parishad Chairperson who participated in the discussion insisted on first hand knowledge about schemes that are taken up in the district for cross checking at various levels. Established in 1987, the club was almost lying defunct since last three years. However, it was renovated and revived under the initiative of senior karate players P Nobin Jomoh, Likha Rajen and Pisa Nachung.
The club will impart training to budding karate players.
Earlier, in the morning today, a brief inaugural function was held in which Sports Authority of Arunachal Vice Chairman Sensei Likha Tara, Sports and Youth Affairs Joint Secretary M Kamki, Arunachal Olympic Association Secretary General Geshi Doke, Arunachal Karate Association (AKA) Techinical Director Sensei S Deben Sharma, General Secretary Langkung Marik attended.
In his speech, Tara briefed about the history of Karate in Arunachal Pradesh since 1982 and the pain took by few pioneer karatekas whose dedicated efforts has changed the face of the sport in the state.
Delivering few words of advises to the budding players, Tara, who also is president of AKA, asked them to practice hard and maintain strict discipline, the mantra to achieving success in sport.
In their brief speech, Sports and Youth Affairs Joint Director Kamki and AOA Secretary General Doke also delivered few words of advises to the budding players. Both Kamki and Doke suggested for building a complete indoor hall instead of repairing the oldest karate club of the state. They also assured to extend all possible help from their side for improvement of the club.
Meanwhile, Tara informed that four karate players from Arunachal Pradesh have been selected to represent India in the 12th Senior and 13th Junior and Cadet Karate Championship to be held in Dubai from December 3 to 7.
The Arunachal team to be led by Tara himself as official and coach Sensei S Deben Sharma included Johni Mangkhiyiya, Raja Yangfo, Likha Lej and Runa Dada. Likha Sang Chhor will also accompany the team as official.

Earlier, in his speech, Sharma recalled the struggle made by them for promotion and development of Karate in Arunachal Pradesh during early stage in 80s. He suggested the senior and upcoming karates to works sincerely for further development of the sport in Arunachal Pradesh.
Meanwhile, AKA general secretary Marik informed that the Senior 19th State Level Karate Do Championship will be held at Nyikum Niya hall, Nirjuli on December 19 and 20 and the Sub Junior Cadet and Junior Boys and Girls Championship at Palin, Kurung Kumey district from April 18 to 20, 2014.
Archers win five medals in Junior National Archery Championship
ITANAGAR, Nov 30: Arunachal Pradesh won five medals, including a gold, silver and three bronze medals in the just concluded 36th Junior National Archery Championship at Kokrajhar, Assam.
Sorang Yumi won a gold and Bronze medal each in Compound Olympic Round Individual (50 mtr) and Compound Individual Double (50 mtr). Maselo Mihu bagged the silver medal in Compound Olympic Round Individual (50 mtr).
The pair of Sorang Yumi and Tash Kara won bronze in Compound Olympic Round Mix Team (50 mtr) event while the trio of Yumi, Maselo and Genung Tekseng won the third bronze in Compound Team Fight (50 mtr) event. All the archers are students of Sangey Lhaden Sports Academy
The team was led by Kh. Ekashini Devi, Coach, SLSA.
Meanwhile, Sports and Youth Affairs Director DK Dinglow, Assistant Director and Secretary of Arunachal Archery Association Tadar Appa and Sports Officer (SLSA) cum Joint Secretary, Arunachal Archery Association OB. Meitei lauded the performance of the team and hoped for better performance in the national and international level competitions in future.
